Is it possible to be able to import a picture into the notes/comment section?
This would be more beneficial if there was a static/fixed encounter notes section.

What kind of picture do you want? I mean, what would you use it for?
The notes and comments are, even on 1.0, is necessary to write down certain conditions or relevant facts. So I believe it must be kept. In my case I use it to write down things like prone, consumed powers, disarms against a trap, etc.

I think the notes section should definitely retain its current function, ie, the user being able to write notes specific for each combatant.
I was wanting to use it to have a picture of the encounter room the characters were currently in. Making it even less necessary having extra books and bits of paper needing to be used. If I could load an encounter and have a pre-saved picture of the encounter's "dungeon room" along with pre-saved text relating to the encounter like monster tactics etc, then I wouldn't need any other books or paper..
Like I said, this would obviously be better if there was a sticky notes section that stayed visible no matter which combatant was currently selected. (Ie, refering again to my previous request for two note sections...)

Actually, after playing a game using the stat blocks I realized I could probably do without the notes section being specific to each combatant. It could be sticky for all combatants and might even be better if it were. For example, if I need to make a quick note about a particular combatant I could just write their name and the note and it would always be visible, which would be a great reminder throughout each round...
Would it be hard to implement this in a test version to try out?

On comment two you were referring to issue #83: Add combat level comments/notes. We could definitely try a single comment area, or have it independent of the combatant. IMHO we should implement issue #83, then see how it works. If a common comment area plays well for everybody, we should simple eliminate the per combatant comment section. Maybe replace it with the common comment area. I hope to tackle this and other issues after V1.0 is out.
As for the image, my main concern is that VCC is already pixel constrained. Adding a picture panel may consume too much space. You can always have the image on another image view application and Alt-Tab between VCC and it.
