Description
* It should be possible to mark encounter/daily powers as used
* VCC should help to track recharged powers (roll dice on recharge)
* It should be possible track second wind use (and similar)
On short rest and extended rest appropriate powers should be reset
There should be a way change used/not used state by hands

This issue is a duplicate of issue #61: Track Combatant Power Usage. I has been dormant for quite sometime. But I'll unfreeze it and add you request to the original feature request.
