Have End Round button always available but always action on the first combatant.

This feature is related to the forum post: Reducing the amount clicking
While additional simplificating such as auto-start round is possible. We will start by having Start Round and End Round buttons available whenever the first combatant in the combat sequence can take such an action. This will eliminate the need of using Ctrl-F or clicking on the first combatant.

Added this feature. Now start and end always apply to first combatant, and can be clicked whenever the first combatant is in the proper start. This eliminated resetting the table to the first line to end or start round.
